Initial Placement of ELLs (Identification)

  1. All parents must complete a home language questionnaire at registration to determine if a language other than English is spoken by the student and/or in the home. The HLQ data must then be entered and scanned into Infinite Campus.
  2. If parents indicate a language other than English on the HLQ, they will need to complete a Parent Permission Form (PPF) at registration. PPF forms will need to be entered and scanned into Infinite Campus.
  3. Students who have been identified as speaking another language or living in a household where a language other than English is spoken must take the W-APT assessment.
  4. In Infinite Campus, the CH-ISA team must indicate whether they feel that the student can meaningfully and equally participate in mainstream instruction. To support this decision, a Body of Evidence (BOE) must be provided in IC and can include data from ACCESS, TCAP, PARCC, Report Cards, Writing Samples, DRA Assessments, Teacher Created Assessments, ELD Profile, etc.

Redesignation of ELLs

  1. Once a student is able to meaningfully and equally participate in mainstream instruction, the student may be redesignated.
  2. Redesignated students are placed in mainstream classes and are no longer tested for English proficiency.
  3. Students are monitored for two years.
  4. Redesignation Criteria requires a demonstration of English proficiency and is set by the Colorado Department of Education.

Monitoring of ELLs

  1. After a student has been redesignated, schools need to monitor him/her for 2 years to ensure that s/he continues to thrive without ELA services.
  2. In Infinite Campus, the CH-ISA team must indicate whether they feel that the student is continuing to meaningfully and equally participate in mainstream instruction. To support this decision, a Body of Evidence (BOE) must be provided in IC and can include data from ACCESS, TCAP, PARCC, Report Cards, Writing Samples, DRA Assessments, Teacher Created Assessments, ELD Profile, etc.
